Making things as simple and fair as possible: A harmonized wait list management model

People responsible for clinical supervision in physical rehabilitation (PRECs) have to make delicate decisions on a daily basis, including determining who should be given priority among users with varied and often vulnerable profiles. With demand growing and wait times increasing, these decisions had a direct impact on users’ recovery potential and placed a great deal of pressure on the teams. The diversity of clinical situations, administrative requirements and realities specific to the five area teams made decision-making more complex.

In light of this situation, PRECs have come up with a simple, concrete and highly useful solution—a shared tool to standardize prioritization. Their goal was ambitious but essential: it was to ensure that two users with similar profiles received the same priority, regardless of the team treating them. This would strengthen PREC confidence and ensure consistency in their decisions.

The tool was developed remarkably quickly with support from the CISSS de la Montérégie-Ouest Innovation team and the Impact+ approach. The result is a clear and easy-to-use visual tool that ranks users according to a common set of criteria, assigns a priority ranking, and quickly highlights more urgent situations. This also creates a shared language between teams and partners.

The results speak for themselves: The PRECs believe their decisions have reached a harmonization rate of 80%. This is a major advance that improves fairness, transparency and access to services and effectively reduces their decision-making burden.
